Two prominent gatekeepers of higher education in Sri Lanka are the
University Grants Commission (UGC) and the Sri Lanka Medical Council
(SLMC). They have achieved this status due to an artificially created
scarcity of credentials, or access to credentials, that they ‘guard’.
